1.RULES & GOVERNANCE
The event will be governed by the Racing Rules of Sailing 2021-2024 (RRS) as changed by RRS Appendix E, this Notice of Race (NOR, the Sailing Instructions SI, the IOM Class Rules, the current applicable Heat Management System (HMS) and the Equipment Rules of Sailing (2021-2024). The Sailing Instructions shall prevail in case of conflict with this NOR.
1.1 CHANGE TO RULE 09.3(e)
Replace “24 hours “ with “15 minutes”.
1.2 COVID HEALTH & SAFETY PROTOCOLS:
Our primary concern is the health and safety of our competitors, race Officials, volunteers, guests, and all involved coming together for a national level event. As such our COVID Concerns and regatta safety practices, the O.A. will obey CDC and Parl guidelines.
1.3 EQUIPMENT INSPECTION:
1.3.1All boatel shall be checked by a technical committee at checkin/prior to racing in this event.
1.3.2 All equipment shall be inspected by the technical committee prior to racing event.
1.3.3 The Race Committee may extend the time for registration and inspection if there is a valid reason.
1.3.4 No boat shall be eligible to race until it hs been registered and has passed equipment inspection.
1.3.5 At the discretion of the PRO, checks of randomly selected boats to ensure that they comply with class rules may be conducted during the event.
1.4 FREQUENCIES:
1.4.1 No frequency conflicts will be allowed.
1.4.2 Permitted frequency bands are FCC-approved surface bands. Transmitters on 75 MHz must be narrow band certified.Radio frequencies will be allocated on a first come first served basis. Each competitor not using 2.4GHz, is required to have a minimum of 3 additional frequencies available to them.
1.4.3 2.4 GHZ radios are exempted from rule E2.4in RRS.
2.0 RISK STATEMENT:
2.1 RRS 3 states: The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.
Sailing is by its nature an unpredictable sport and therefore involves an element of risk.
by taking parti any of the events covered by this NOR, each competitor agrees and acknowledges that:
a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their boat, and their other property whether afloat or ashore.
b) They are responsible for the safety of themselves, their boat, and their other property whether afloat or ashore.
c) They accept the responsibility for any injury, damage or loss the the extent caused by their own actions or omissions.
d) Their boat is in good order, equipped to sail in the event and they are fit to participate.
e) The provision of a race management team, patrol boats, umpires, and other officials, and volunteers by the organizer does not relieve them of their own responsibilities.
f) The provision of rescue boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; and
g) All involved are expected to accept any government requirement regarding COVID-19 pandemic caused by unknowing restrictions.
3. ELIGIBILITY & ENTRY:
3.1 The regatta is open to all boats of the IOM class.
3.2 Each competitor shall either send in advance proof of current AMYA or their National Authority membership or pay the AMYA annual fee at our regatta check-in.
4. REGISTRATION & FEES:
4.1 The fee for the event is $75 payable by 2/24/2022.
4.2 Entry form and fees must be submitted by 2/24/2022. After 2/24/2022 the registration period is closed and no refund after that date. This is a requirement of having a proper skipper count related to managing COVID Health and Safety Protocols, No Exception.
4.3 Registration and payment shall be made on the AMYA regatta link.
4.4 The fee includes daily lunches, beverages, prize giving, awards, and race management.

FRIDAY - March 4th 1200-1630- Health Screening, check-in, Measurement, Class & AMYA Certification Check & practice.
Saturday March 5th
0800 - Health Screening , Checkin
0830 - Skippers Meeting
0900 - Open water and tuning
0925 - Warning Signal
0930 - Racing starts
1200 - Lunch break 30 minutes
1630 - No race shall start after or at the PRO’s discretion
1900 - No host dinner. Opt dinner at Bohemian Bull Restaurant 1531 Folly Rd
Sunday March 6th
0830 - Health Screening
0900 - Skippers meeting
0915 - Open water
0925 - Warning signal
0930 - Racing starts
1200 - Lunch break - 30 minutes
1630 - No race will start after or at the PRO’s discretion
20 minutes after race - Awards Ceremony
7. Sailing Instructions will be available prior to skippers meeting.
8. SCORING & RACING SYSTEM
8.1 The Championship shall be raced and scored under the current Heat Management System (HMS).
a) Five (5) races are required to be completed to constitute the championship.
8.2 Boats finishing in an incorrect heat will not be allowed to sail in their assigned heat for that race and will be scored DNS for their current heat.

10. DISCLAIMER OF LIABILITY
10.1 Competitors participate in the regatta entirely at their own risk. The organizing authority will not accept any liability for material damage or personal injury, or death sustained in conjunction with or prior to, during, or after the regatta.
10.2 All those entering or taking part in this regatta do so at their own risk and responsibility. AMYA, Charleston Model Yacht Club, James Island County Park, regatta staff and another parties involved in the organization of this event disclaim any and all responsibility whatsoever whatsoever for loss, damage, injury or inconvenience that might occur to persons and goods, both ashore and on the water as a consequence of entering or participating in the event covered by NOR.
10.3 At all times the responsibility for the safety of their boat and themselves including the decision to participate or continue shall rest with the competitors. By entering in this event, it is deemed that you accept these conditions. Competitors are advised to insure they have adequate insurance that provides coverage for public liability and their possible injury in the Country and County of this event.
11. PERSONAL SAIL NUMBERS
11.1 Personal Sail Numbers will take precedence if numbering conflicts arise until 10 days prior to the skippers meeting.
12. FOOD
Individual lunches boxes and beverages will be served both racing days.

14. ACCOMODATIONS
14.1 There are many hotels close by, to include cabins and camping spaces at the Venue, James Island County Park. Please consult local listings, VRBO, Airbnb, and travel websites.
15. CONDUCT
15.1 The PRO, all race officials, and observers have been directed to record any incidents, which will be dealt with to the full extent available to the Protest Committee. Penalties available to the protest committee include exclusion from the race in question or subsequent races, exclusion from the regatta, or other action within the committee’s jurisdiction.
16. MEDIA RIGHTS
16.1 Competitors, owners of the boats, and their guests are giving all rights for using pictures and videos of persons and boats during regatta in medias, including commercials, press materials and other promoting activities and press releases, unless it is notified by writing before submitting entry.
17. RIGHTS TO APPEAL
17.1 Denial of right of appeal, subject to rule 70.
